When you get in the required level in one normal mission you will find a clue.(looks like a photograph)
If you complete that mission the special mission will unlock.
If you complete that mission the special mission will unlock.

Well the first special mission you can unlock its at level 25.There will be one mission with one photo.Do the mission and you will unlock the Special Mission.PS: After you can unlock more every 10 levels(aka 35,45 etc.) till 95.After you can start a Special Special Mission.I hope my post helped
